On 22 May 2012, the Parliament of India passed the ‘Protection of Children Against Sexual Offenses Bill (POCSO), 2011’, which became a law.
India’s Ministry of Women and Child Development has also passed the guidelines and the government has established rules under the Act in November 2012, preparing for its implementation.
Despite calls for more stringent laws, India has the largest population of children in the world, with 472 million children under the age of eighteen living in India, according to 2011 census data. The Indian Constitution guarantees state protection for children under an expansive interpretation of Article 21, and India’s commitment to the UN Convention on the Rights of the Child mandates child protection.
